Get up £300 to help with energy bills each winter
The Winter Fuel Payment used to provide all pension-age households with up to £300 to help pay energy bills each winter. Yet the Government has announced sweeping changes this winter. We've full info below on who now qualifies, how to apply (if you need to), and when you can actually expect the cash to be paid.
What is the Winter Fuel Payment?
The Winter Fuel Payment is a tax-free Government grant given every year to eligible pensioner households to help pay for heating costs over the winter months. It's available to over a million households in England, Scotland, Wales and Northern Ireland.
The scheme had previously given up to £300 each winter to ALL households with someone at state pension age. However, in July, the Government announced that from this winter, it will be restricted to those on Pension Credit or certain other benefits.
Martin Lewis: The targeting of Winter Fuel Payments is too narrow
Following the announcement on 29 July, that the Winter Fuel Payment will be restricted to those on certain benefits, Martin Lewis, founder of MoneySavingExpert.com, said:
The targeting of Winter Fuel Payments is too narrow with the winter we have coming. Pensioners were already due to get less as this will be the first time since winter 2022 they haven't got the up to £300 extra winter fuel cost of living top-up.
The Energy Price Cap is likely to rise 10% this October and stay high across the winter, leaving most energy bills nearly double those pre-crisis, at levels unaffordable for millions.
Many pensioners eke out the £100 to £300 Winter Fuel Payments to allow them to keep some heating on through the cold months. While there's an argument for ending its universality due to tight national finances, it's being squeezed to too narrow a group – just those on benefits and Pension Credit. Yet again, those just above the thresholds will be hardest hit.
This is often justified as there's a 'lack of household income data' to allow other targeting. However, there's a usable precedent from the emergency energy crisis measures announced in April 2022, which I'd urge the Government to look at.
Then, a payment was made to homes in council tax bands A to D – as an imperfect but workable proxy for lower household incomes. That'd allow an additional group of lower to middle-income pensioners to keep the payments and mitigate bill shocks. Councils' discretionary funds could also be funded as in April 2022, for the limited numbers who still need help but don't qualify.
Plus, with this announcement, the Government has a huge moral imperative to ensure the 800,000 people eligible for Pension Credit who don't get it are informed, educated and helped through the process. It is planning an awareness-raising campaign, but it needs to ensure that reaches every corner – and if possible proactively and personally contact people.
Pension Credit is a crucial gateway benefit, giving access to a host of other entitlements, and now with the link to the Winter Fuel Payment, it makes it even more important to ensure fewer miss out.
There is a possibility, however, that millions of pensioners could see their Winter Fuel Payments reinstated this winter - although it's very early days and there are no guarantees. A charity has {launched legal proceedings against the UK Government}, aiming to reverse its decision to restrict the payments to those on certain benefits. We'll update this guide when we have more details, but for now, the information below still stands.
Who's eligible for the Winter Fuel Payment?
Starting this winter (2024/25), if you live in England, Scotland or Wales, you'll only be able to get a Winter Fuel Payment if you're over state pension age AND receive one of the following benefits:
- Pension Credit
- Universal Credit
- Income-related Employment and Support Allowance (ESA)
- Income-based Jobseeker’s Allowance (JSA)
- Income Support
- Child Tax Credit
- Working Tax Credit

You can still apply for Pension Credit to get this year's Winter Fuel Payment
Although the qualifying week for this year's Winter Fuel Payment has now passed (16 and 22 September 2024), you may still be eligible for the payment if you successfully apply for Pension Credit by 21 December 2024. That's because claims for Pension Credit can be backdated by up to three months (provided you would have been entitled to the benefit at the earlier date).
You don't need to claim the Winter Fuel Payment (unless you live overseas)
Some people living abroad can also get the payment, provided you moved to one of the eligible countries before January 2021. If that's you, you might need to claim the Winter Fuel Payment this winter before 31 March 2025.
If you think you're eligible but don't get a letter confirming it, or if you don't receive the payment by 29 January 2025, you'll need to contact the Winter Fuel Payment Centre.
In Northern Ireland? You will also get the Winter Fuel Payment
In Northern Ireland, the Winter Fuel Payment has so far been available to everyone above state pension age, but the Northern Ireland Communities Minister has confirmed it will be following the UK Government's lead this year, and will set the Winter Fuel Payment eligibility criteria in line with England and Wales, and will be paid in line with those in England and Wales.
How much Winter Fuel Payment will you get?
If eligible, you'll get up to £300, depending on your circumstances. Though it's worth noting you'll still get less than last year, as over the last two winters, the Government gave an extra £300 cost of living top-up on the Winter Fuel Payment – and this has now ended.

Make sure you tell the Government as soon as possible if there are any changes to your circumstances, for example, if you stop getting a benefit, move home or move into a care home, as these can affect how much you get.

In Scotland? The Winter Fuel Payment scheme was due to be replaced, but this has been delayed
The Scottish Government had previously announced plans to replace Winter Fuel Payment from winter 2024/25 with its own scheme called the 'Pension Age Winter Heating Payment'. These new payments would be worth up to £300 and were originally intended to be paid to everyone over state pension age.
However, following the changes to the Winter Fuel Payment announced in July, the Scottish Government has confirmed that the new Pension Age Winter Heating Payments scheme will be delayed until next winter.
According to the Scottish Government, for winter 2024/25, the Department for Work and Pensions (DWP) has committed to administer the Winter Fuel Payment to eligible Scottish pensioner households. The exact details of this have yet to be announced, but it has told us it will be on "terms equivalent" to the payment in England and Wales. We'll update this guide when we have full details.

Similarly, those eligible in Scotland will get a one-off £58.75 to help with heating bills this winter.
