Struggling with energy bills but don't get the £150 council tax help? Check our council-by-council list to see if you're due further support
If you weren't eligible for the £150 council tax rebate to help with the cost of living but are struggling to pay your energy bills, you may be entitled to a one-off cash payment. We've trawled the websites of every UK council to see which ones have released their eligibility criteria for the money, and so check below.
The discretionary fund was an idea we believe was first put forward to the Chancellor by MoneySavingExpert (MSE's) founder Martin Lewis.
In a call with the Chancellor a few days before the announcement, having been told that the proposed help may not catch everyone, Martin put forward the idea of a catch-up fund for those struggling who missed out on the council tax scheme. Three days later, the Chancellor announced the £169 million discretionary scheme for England and Wales.
In some cases, you could get up to £300 – though this does differ by council. Of the 332 councils in England and Wales, almost half (141) have so far confirmed their eligibility criteria, which we've detailed in the table below. Payments under the discretionary scheme must be made by 30 November 2022. We've not included councils in Scotland or Northern Ireland as they will not make discretionary payments.
Key criteria to qualify for discretionary funding
Our findings show that in most cases, to qualify for the discretionary pot of money you'll need to be a recipient of one of the following benefits - and this includes some in council tax bands A-D too who are also due the £150 rebate:
Child tax credit
Council tax support (England)
Council tax reduction (Wales)
Employment and support allowance
Housing benefit
Income support
Jobseeker’s allowance
Pension credit
Universal credit
Working tax credit
Councils do not have enough money to support all households though, so it is best to act quickly. In most cases, you'll be required to fill in a form online. If you don't pay your council tax by direct debit you'll be able to use the form to share your bank details safely. Some of the forms will also require you to provide a unique code, which is likely be contained in a letter sent by your council.

Scottish councils don't offer discretionary funding
If you live in Scotland, all 32 councils with responsibility for the £150 council tax rebate have already made a full or partial payment. Unlike in England, Scotland's main scheme was opened up to both those living in bands A-D or those on council tax reduction, irrespective of their council tax band.
You didn't need to apply for the payment. All Scottish councils offered the full £150 discount either off one monthly council tax bill or they'll debit it across the year's bills (which are typically broken down into 10 months). However, Aberdeenshire Council allows households to exchange their council tax discount for a cash refund if they wish to.
