The cost of a typical family's annual energy bill could soar to £2,000 because of the volatility of the energy market and the huge investment required.
The Prime Minister has called on current account providers and the regulator to urgently "negotiate" to prevent payout delays if bank charges are ruled unfair.
Tory leader David Cameron says victims of "unfair" bank charges must be compensated "quickly and fairly". He'll also consider automatic payback of all charges, which could total over £10 billion.
