New fines for letting car insurance lapse
Warning! Vehicles must ALWAYS be insured unless kept 'off-road'

car insurance rulesThe new Continuous Insurance Enforcement says from spring (exact date TBC) all cars, bikes & motor homes must be insured - even if no-one drives 'em. Beware of yours lapsing while on hols or in hospital.

The only way out is to apply for a Statutory Off Road Notification (SORN) declaring it's not in use.

The aim's to crack down on 2m uninsured drivers bymatching a database of cars to insured drivers. If there's no match, it'll warn people, then fine 'em (see car insurance rules).

From a MoneySaving perspective, this means search for the new cheapest BEFORE renewal, or you'll end up auto-renewing to stop a fine.

Beat this year's 40% avg car insurance hikes

Many have renewals due as it's new car reg month, though be prepared for a shock - the AA's calculated the average annual price rise is 40%. Here's how to beat it:

  1. Combine comparison sites: Each site searches different providers. Our calculated combination for max coverage is MoneySup* AND GoCompare*.

  2. Check ones they miss: Big insurers Direct Line* and Aviva* are not on comparison sites, always check them too. Also try First Direct, which promises to beat renewals by 10% (with some caveats, feedback is mixed).

  3. Try for cashback: Once you've checked the cheapest policy is suitable, see if cashback is available. Beatthatquote* and Moneyexpert* comparison sites offer £25 and £40, more's possible via cashback sites.

Women's car insurance to rise

Last week's EU court ruling - that from Dec 2012 gender can't be a factored into insurance prices - means, as women under 40 pay much less than men under 40, they need to expect gradual rises until then.

It pays 3.3% and promises to rise if UK do in the next year. Or new 3.35%, no tracking

Tick-tock! Less than 4 weeks until the 5 April ISA year ends and the rate-war's heating up. Cash ISAs are simply tax-free savings accounts, and if you haven't used this year's £5,100 allowance you lose it! All these accounts have the usual £85,000 Savings Safety guarantee and intro bonuses, so diarise to ditch and transfer when that ends.

  • Stop Press! Top 3.3% easy access ISA: Santander* Flexible ISA (Issue 3) pays 3.15% AER, however it's confirmed this Fri the rate will increase to 3.3% AER even if you already have one, and it'll track base rate for a year (some existing cust can get 3.5% AER with Loyalty Flexible ISA from Fri). It's likely it's a response to Mon's Barclays launch of its 3.25% AER Golden ISA (incl 1% bonus & tracks UK rates for a year). You must apply in branch for it, except existing Barclays online* customers. Neither accept transfers.
  • 3.35% easy access, no rate guarantee: You can grab a tad more interest to start off, with The AA's Internet Access ISA - it pays 3.35% AER (min £500) incl 1.65% intro bonus for a year - but doesn't promise to rise if base rate does. It allows unlimited free withdrawals, but no transfers in from previous years' ISAs.
  • 3% for transfers / consolidating old ISAs: The top easy access deal that takes new money and lets you transfer old ISAs (check your rates - these can be pitiful) is Halifax's* ISA Direct Reward Issue 4, which pays 3% AER for a year (some existing customers get 3.2% AER).
  • 3.1% for Nationwide cardholders: If you opened Nationwide's* e-ISA after 1 Feb, it's upped your rate to 3.1% AER (was 2.9%). This incl a 1.35% bonus until 31 July 2012 (transfers allowed).

  • How much did that 3-bed go for? There are a number of free sites listing 'sold' prices of UK homes. Yet that doesn't help answer the question "No. 23 Acacia Ave. went for £210,000, but was it a derelict bedsit or an immaculate 3-bed with an Aga and walnut floors?" A new tool matches up sold prices with old property ads, including pics, asking prices, descriptions and floor plans.

New 6.9% loan - cheapest since 2009
Loan price war! Plus new tool swiftly shows cheapest options for you

loansLoan rates have hit a post credit crunch low. We suspect it's partly due to the new representative APR rules that mean only 51% of accepted applicants get the advertised rate, the rest pay more (it was 66%). If you're looking at a loan, please don't borrow unnecessarily. Ensure it's planned, budgeted for, affordable and minimise the amount and duration.

  • New 6.9% APR loan: Borrow £7,500-£15k and both Marks & Spencer* and Sainsbury's* (if you've a Nectar card) have cut rates to 6.9% rep APR (Sains* is 6.8% if you repay between 1-3yrs). For £5,000-£7,500 Sainsbury's* (need Nectar card) is 8.4% rep APR (for 1-3 year loans) and A&L* is 8.6% rep APR. Full best buys via the new cheap loans finder tool.
  • For less than £5,000: As even the cheapest £1,500 loan is 18% (see cheap loans), 0% spending credit cards are far cheaper. Marks & Spencer* is 0% for 15 mths (15.9% rep APR after) and Tesco* 13 mths 0% (16.9% rep APR after).   • Want a loan to consolidate credit cards? If you can repay reasonably quickly, balance transfer credit cards undercut loans. Barclaycard* lets new customers shift debts at 18 mths 0% with a 2.9% fee (16.9% rep APR after), Nationwide* at 17mths 0% with a 2.95% fee (15.9% rep APR after). See Best Balance Transfers.

Beat new £7.40 prescription costs

The cost of NHS prescriptions in England rises from £7.20 to £7.40 on 1 April (free if you're under 19, over 60, pregnant or on certain benefits). And while it's said "don't skimp on your health", there are a host of tricks that can cut the cost of medications without compromise.

  • Buy season tickets (sooner's cheaper). For a one-off fee NHS pre-pay certificates cover all prescriptions for a set period. Three months is £28.25 (£29.10 from April), a year is £104 (no change). Get over one prescription a month & you'll save. See prepay prescriptions info.
  • Is over-the-counter cheaper than prescription? Some prescribed medications, eg, allergy tablets or hydrocortisone, may cost less over-the-counter depending on dose. Check with the pharmacist.
  • Cut private prescription costs. Private prescriptions are given for medicines the NHS doesn't deem necessary, eg, some cancer treatments, IVF, anti-malaria drugs, baldness or famous 'get it up' meds (can't name 'em or this'd go to your spam box). The key here is PRICES AREN'T FIXED so anti-malarial Malarone from Boots is around £50, but legit online pharmacies sell it for around £35. See cheaper private prescriptions.

New EU rules ban gender bias - women's term insurance predicted to rocket soon

The EU Court ruled last week that from Dec 2012 gender can't be factored into insurance costs (see EU insurance ban news). Term life cover prices could rise sharply.

  • Prices rises imminent! Men currently pay more as the risk of them dying within the term's higher. Price equality means women's costs will probably rise. Even though rules won't change yet, as term life insurance policies often last 20 years with guaranteed prices, price hikes are expected within a few weeks according to broker Lifesearch - adding possibly £100s to the overall cost.
  • Who's term life insurance for? Policies pay a fixed sum to your dependents if you die within a set time, and are the cheapest way of ensuring there's money to clear the mortgage and for your dependents to live off if you die. Yet it is a complex purchase - so while going quick can get you a cheaper policy with a fixed price, ensure you check whether it's right for you first.

I sent my son-in-law a parcel on 15 Dec for Christmas. By mid January it still hadn't been delivered, so I filled in a Royal Mail claim form. Within about a week I received a cheque for the good's cost, though nothing for postage. A couple of days later the parcel arrived. Should I return the cheque or keep it, as compensation for the very late Christmas present? Q. I booked a package holiday for myself and my family but had to abandon it alone due to the death of my mother abroad. Am I entitled to claim the full package cost or only the proportion for myself?

MSE Guy's A: Firstly, sorry to hear about your loss. It's unlikely you or any family member on your trip will get a full refund from your tour operator but there is a chance via a travel insurer. 

The Association of British Travel Agents says most tour operators will not waive cancelation fees if you cancel or curtail a trip due to the death of an immediate family member. Cancellation fees tend to climb the closer to the holiday you are. But there's no harm asking it to waive charges as it may show compassion.

Travel insurance usually covers cancellation or curtailment due to death of a close family member. You must cancel the booking directly, with insurance covering subsequent loss after tour operator refunds.  Not all policies provide cover if, at the point you bought insurance, the person who died had a pre-existing condition that caused the tragedy. Check with your provider. We wish you the best.
